They do - but the sysadmins are very helpful.  My idea was that a 
volunteer could put together a new binutils documentation web page as a 
set of local files and then I could ask the sysadmins to update the sites.

I think that the work will also involve updating the gas/doc Makefile 
however as I am not sure that it is currently capable of building all of 
the necessary different versions of the documentation.
