[PATCH v4] RISC-V: Gate opcode tables by enum rather than string

Hi Jim:

I think commit after branch would be better, to prevent any accident
we didn't catch,
and this patch is more like code refinement/refactor, it didn't change
behavior or fixing bug,
so it should not urgent to merge.
