some arm cleanups

In developing an arm patch I stumbled upon some cleanups.

1) comments in bfd used two different names for the same register.

2) some unneeded braces

3) a gas routine that processed reloc.pc_rel and reloc.type in different places, 
which didn't make it obvious reloc.type was always being set to something.

tested for arm-eabi.

Applied as obvious.
