[patch] Add plugin support for bfd

The attached patch includes suggestions from both emails.

Done. I also changed nm and ar to always accept --plugin but abort if
they have been compiled without support for plugins.

Ideally we would use the same plugin used to test the gold support. Do
you know if it is possible to do so?
