[patch] new target cr16 - test suite patch

Hi,
I have added support for a new target "CR16" to binutils 2.17.50 sources.
And also integrated the CR16 target specific test cases to 
binutils-2.17.50/gas/testsuite/gas/cr16 directory.

Please review the attached cr16 target tests (file name: 
binutils-2.17.50-cr16-tests.patch.bzip2) and approve the same.
