clean up some ifdefs in Xtensa GAS code

Another Xtensa GAS cleanup patch.  Committed on mainline.

	* config/tc-xtensa.c (LOOKAHEAD_ALIGNER): Delete macro.
	(future_alignment_required): Remove ifdefs that use it.
