Yes, it probably should.

But it doesn't.

A sufficiently motivated person could probably borrow the gcc GNATS
setup.

A bug database isn't much good by itself, since it requires people to
actually take the time to look at the database and assign bugs to
people and those people have to fix them.  But it's at least
conceivable that setting up a bug database would lower the activation
energy enough that this would come to pass.
