[PATCH] resubmitted patch for kaOS config

Hi,

as requested, the copyright assignment forms are returned to the FSF by
mail. Therefor and as requested within the copyright assignment
paragraphs, I resubmit the updated patch to add the configuration
triplets to support cross-development for kaOS on base of the GNU
binutils. Hopefully the patch is accepted this time. Because there are
changed top config files as well, I submit the patch to both lists.
