Patch to add support for more NEC VR targets [opcodes]

Opcodes part of the VR patch.  Perhaps the only noteworthy change
is to the way CPU_VR4100 is handled.

At the moment, CPU_VR4100 selects the same instructions as CPU_R4111.
The problem is that for the vr4120 and vr4130, "madd16" has been dropped
in favour of "macc", which has the same opcode.

I guess CPU_VR4100 should only select instructions that are implemented
on all members of the vr41xx family.  The patch therefore introduces a
new INSN_4111 flag as well as flags for the new targets.

Tested on mips64-elf.  OK to install?
