Or I need to bite the bullet and rip out those MD_PCREL_FROM_SECTION
adjustments in fixup_segment.  Or make multiple copies of them so
that backends can handle "other_sec_sym - this_sec_sym",
"this_sec_sym1 - this_sec_sym2" and the general pcrel case in ways
that are target/reloc dependent.
