Unable to grant CVS write access

Hi Nick,

I'm back on track; I've done a cvs checkout and things are working fine. So
I've tentatively added my name to the maintainers list to test my access
rights.

My plan is to start a new port for our new mixed 16/32 bit ISA. This will be
the best way to learn and move ARC related source forward.
