elf32 support for IA64 (patch 3)

I checked in the 3 ia64-hpux binutils patches today.  I made all of the
cleanups Nick and I suggested.  I found a few more minor problems while
working with the patches again.

You had a patch for bfd/Makefile.in, but that is a generated file.  I patched
bfd/Makefile.am instead, and then ran automake to generate Makefile.in.

The format of your ChangeLog entries wasn't quite right.  I fixed them.
