make info problem in binutils-2.10.1-rc2.tar.bz2

I've noticed a problem with 'make info' when building rc2.  It fails.

make[2]: Entering directory
`/home/stewart/binutils-2.10.1/obj-binutils/etc'
make[2]: *** No rule to make target `../../etc/configdev.tin', needed by
`configure.info'.  Stop.
make[2]: Leaving directory
`/home/stewart/binutils-2.10.1/obj-binutils/etc'
make[1]: *** [info] Error 1
make[1]: Leaving directory
`/home/stewart/binutils-2.10.1/obj-binutils/etc'
make: *** [do-info] Error 1

Should this be supported?  It appears to be missing the etc/configdev*
files, which are in the mainline.
