[PATCH] libgloss: respect DESTDIR for RX

Subject: [PATCH] libgloss: respect DESTDIR for RX

Hi all,
libgloss on RX doesn't respect DESTDIR in the install rule, causing
build failures in some cases. This patch adds DESTDIR support to RX as
in the other targets.
