[libgloss, arm] fix elf-rdimon.specs

Subject: [libgloss, arm] fix elf-rdimon.specs

The option -lrdimon is needed not only at "link" but also for "lib".
Tested by running gcc regression tests on qemu arm-none-eabi
cortex-m0/cortex-a15.
