The below works on unmodified glibc as well:

$ ../glibc/configure \
    --build=x86_64-pc-linux-gnu \
    --host=armv7a-hardfloat-linux-gnueabi \
    CC="armv7a-hardfloat-linux-gnueabi-gcc -march=armv7-a -mfpu=neon" \
    CFLAGS="-pipe -O2" \
    --prefix=/usr
