It's certainly come up before.  See e.g. 
<https://sourceware.org/ml/libc-alpha/2014-04/msg00522.html> regarding 
__int128.  If 4.6 had already been required then, no-one would have needed 
to point out the lack of __int128 support before 4.6, or discuss how to 
test for it or work around its absence (presuming the use was only for 
64-bit systems).  (And, yes, I consider __int128 a longstanding feature.)
