looks like the previous version of this patch has not been applied so I offer
this update which includes the changes Alan Modra suggested.

* sysdeps/powerpc/powerpc64/dl-machine.h
[USE_TLS] (elf_machine_tprel): New function.
(elf_machine_rela): Check sym_map != NULL before use. Add
R_PPC64_ADDR32,
R_PPC64_ADDR30, R_PPC64_REL64 relocations. Remove R_PPC64_REL24 Relocation.
(elf_machine_rela) [USE_TLS]: Declare tprel_value. Data only TOC
relocations should return. Use elf_machine_tprel function for
all TPREL class relocations.
