[PATCH] Add support for Fuchsia

Please find attached a patch that adds support to binutils for the
Fuchsia OS (https://fuchsia.googlesource.com/).

        * emulparams/armelf_fuchsia.sh: New file.
        * emulparams/armelfb_fuchsia.sh: New file.
