Simplify is_ir_dummy_bfd test


is_ir_dummy_bfd started life before BFD_PLUGIN was invented.
    
    	* plugin.c (is_ir_dummy_bfd): Test BFD_PLUGIN flag rather than
    	flags.claimed.
