Fix LTO vs. COFF archives


This patch needs some serious testing by mingw/cygwin people before
I commit.  It's a rewrite of the generic linker archive handling.
I've run the binutils testsuite against multiple targets, and verified
that the patch fixes the PR testcases on x86_64-mingw, but I don't
have a full mingw system or the time to set one up.

The existing code stashes the archive map symbols in a hash table,
then runs through symbols on the linker undefs list (undefined and
common symbols), testing whether a symbol is present in the archive
hash.  When one is found, a target "check_archive_element" function
is called to determine whether the associated object defining the
symbol should actually be added.  The "check_archive_element" test
is necessary because the linker treatment of common symbols varies
from target to target.  So what all of the "check_archive_element"
functions do is read all symbols from the element to test whether the
object is really needed.  That's necessary if the target wants
different behaviour for common symbol definitions in an archive to
normal symbol definitions.

COFF doesn't make any distinction between common and normal
definitions in an archive, so avoid the scan of object symbols.  The
scan is quite useless, and breaks LTO due to slim LTO objects not
having symbols available until after the plugin has claimed them.
All the COFF target needs is the current symbol for which the generic
code has found a definintion in the archive symbol map, so that
existing common symbols don't cause an archive element to be
extracted.

Also, rip out the archive symbol hash table used by the generic
linker.  Using a hash breaks one feature of unix archive linking;
The first object file in an archive defining any given symbol should
be the object extracted to satisfy that symbol.  What's more a hash
isn't much faster except in pathological cases where object file
ordering causes many scans of the archive.  See the comment which I'm
removing from elf_link_add_archive_symbols.

Finally, tidy elflink.c archive handling a little.
