Hmm, may I speak for myself, please?
Anyway, I understand our implementation differs from what IRIX does, but
I am not that hasty fixing it, either. IOW, if someone writes ld and
ld.so code that works for both interpretations, I won't object.

You know there are no R_MIPS_REL64 relocs, do you? They used to be
defined initially, but then they were obsoleted by composed relocations.
At least the ABI is clear here.
