Data file for Occitan with my improvements

Hello,
I added some fields for the oc_FR locale (LC_MESSAGES + some changes in date_fmt and d_t_fmt, now more similar to Catalan and usual usage).

Pushed to glibc master. Fix will be in the 2.39 release.

(I also converted the oc_FR locale to UTF-8).
