Netherlands Antilles was dissolved, and "AN" is not a part of ISO 3166 anymore. According to setlocale(3), "territory is an ISO 3166 country code".
Can please you describe how this should be broken out into individual locales? I have Papiamento users that I need to support, so just making it go away is not an option. http://translate.sugarlabs.org/pap/
I am certainly not the person to ask that question, but — pap_CW? https://en.wikipedia.org/wiki/Curaçao
So someone should modify and rename pap_AN to pap_CW ?

Please set the milestone to 2.21 in the new bug (I just added up to 2.21 in milestones). Thanks.
