patches for ug_CN (Uyghur/Uighur locale for China) locale file

Dear GLIBC Maintainer,

The original Uyghur Language Locale file ug_CN in glibc has many errors/bugs. Due to the errors/bugs in the Uyghur Language Locale file in glibc library, we have many problems while using our locale on Linux. Many Uyghur computer professionals cooperated to develop this updated locale file for glibc library. Please update the Uyghur locale at your earliest convenience.

Now we have complete agreement on all parts so far.
