Weird fuel behavior

You mean it doesn't say SupplyLow in the unit info pane? Then food or
petrol shortage is not the reason why they disappear.

Try moving a mobile unit that has plenty of food and petrol adjacent to the
mine, and then just let it sit there for a turn or two.
