disembark cost to transports?

Hello,

My impression from the manual is that mp-to-leave-unit gets applied to
the transporter as well as the transportee. However, my transports
never seem to get charged mp when a unit disembarks. I've tried:

(table mp-to-leave-unit
 (infantry transport 1)
)

and

(table mp-to-leave-unit
 (infantry transport 1)
 (transport infantry  1)
)

but no luck. In both cases, only the disembarking unit (infantry)
loses an acp for disembarking.

Any thoughts?
