Newbie question: how do I build a base?

I'm running it in XWindows, so here's how I do it.  Your mileage may vary.

I go to View mode (trying to remember what it's called without having it running right now...you press the Z key to get in that mode), select the Infantry, and click on the build icon.  It asks where, and you pick a hex adjacent to the infantry.  Ba-da-bing, the infantry begin construction.

I played XConq many years ago and recently tried it again using 
7.4.1 on a Macintosh.

The one thing I can't figure out is how do I build a base. The AI 
players have them,
but the P command for an infantry doesn't list the option, just 
"Asleep", "Skip Turn", "Idle"
