Yeah, sending to the cygwin mailing list is a good idea.  I know that a
year ago, back when supporting Windows was part of my job, that cygwin
had known problems running on W98, but I don't know whether the problem
has been solved.  I recently got a private email where somebody was
trying to use 1.1 and got a link failure, apparently because tcl/tk
makes assumptions about cygwin internals and those bits changed between
1.0 and 1.1.  In any case, the cygwin folks will know what's going on.
