Tcl/tk libraries for Windows builds

I've added a package of Cygnus-modified tcl/tk sources to the ftp site:

	ftp://sourceware.cygnus.com/pub/xconq/xconq-7.3.3-tcltk.tar.gz

This package consists of tcl and tk 8.0 sources, modified to build
under Cygnus/Red Hat's cygwin Unix emulation system that runs on Windows.
While you could build these sources for other platforms, they don't
really offer any advantages over installed standard libraries.

Instructions on how to use this to build Windows Xconq are in the
INSTALL file in the main source directory.
