CVS commit of nw-europe upgrade

I've just committed a major rework of the "NW Europe Campaign"
nw-europe.g.  This version now includes all the minor towns,
all the railroads, roads, etc, and the terrain is mostly
complete, although there should probably be a "lowland" cell
type to represent the difficulties of getting around in Holland.
In any case, it looks pretty spectacular now (IMHO).

Still missing are some German units, reinforcement handling
for both sides, tinkering with air units, and AI fixes to run
both sides more intelligently.  I'd like to let units have
their own countries' flags/emblems, but am going to wait until
after 7.3 to tackle that.
