Did some additional investigation and filed a fedora bug as this appears to be
due to some changes in the fedora kernels:

RHBZ2332597 - patch-6.13-redhat.patch git commit
693d79c092c19da7fe6c94cd76c1ee36de6b8b2a break out-of-tree kernel module builds
