Now the arm64 results for the following are much better:

 make installcheck RUNTESTFLAGS="--debug systemtap.base/listing_mode.exp"

        === systemtap Summary ===

# of expected passes        1266
# of unexpected failures    4
# of known failures        50

The failures and known failures are due to the lack of plt support for arm64.
