[Bug runtime/11714] New: loc2c user_regset support for powerpc

Further to bug #10601, uprobes / marker support for powerpc
likely requires proper implementation of the utrace user_regset
tables in order to access user-space registers properly, instead
of using the kernel pt_regs structure directly.
