[Bug documentation/11706] New: unautoconfiscation of most stap*.in man pages

moving files away from autoconfing, including git-level renaming of files,
change the configure.ac file to from the AC_CONFIG_FILES list, and regeneration
of configure

test by running a configure/make in a new directory, make install, check to see
the man pages resolve there
