    PR10493: autoconf for cpu_khz
    
    * buildrun.cxx (output_cpu_khz): New function to check cpu_khz.
      (compile_pass): Invoke function output_cpu_khz.
    * runtime/time.c : Use STAPCONF_CPU_KHZ.
