[Bug translator/10593] Old gcc fails --with-elfutils configure

We needed it because even newer gcc rejects the style of nested/inline
functions used in elfutils.  Damned if we do, damned if we don't.  Or
rather, we need to autoconf based on gcc version; add it for >4.0 I guess.
