[Bug documentation/10488] New: sample script for unsampled "true-top" process monitor

It would be desirable to have a systemtap script that
monitors processes like iotop/top/etc., but presenting
complete historical data instead of just sampling /proc
files periodically.  (In the latter case, short-lived
processes are just never seen.)
