[Bug translator/10308] New: beginning of statement check should provide alternatives

The statement probes have a check to see if the absolute address is inside a
statement or not, if it cannot determine it is at the start of a statement it
refuses the probe. It should provide an alternative list with nearby statement
addresses to use.
