[Bug documentation/10293] New: generate stapfuncs.5 from tapset reference xml

doc/.../docproc.c or some custom xslt processor could work to
generate a stapfuncs.5 and stapprobes.5 man page.  It could be
just a combined table-of-contents of the per-set tapset files.
(Old hand-made contents from these man pages could move into
their respective tapsets, or else retained in some separate
man page.)
