[Bug releng/10194] New: extend initscript to allow stap-client vs. stap itself

In initscript/systemtap.in, STAP=/usr/bin/stap.  Someplace nearby
it should check whether stap actually exists, and if not, try
stap-client instead.  Also, it would be normal to have an 
/etc/sysconfig/systemtap file loaded into this script, say before
the echo_usage() line, with which to override the defaults.
