Changes in elfutils in Debian

Hello,

There were some changes in Debian's elfutils package, that make
systemtap unbuildable. There are now shared libraries for libelf
and libdw, but no libebl anymore. configure tries to link
-lelf -ldw -lebl and this fails. Just using -ldw -lelf is enough.
