[Bug translator/9997] New: provide run-time advice on how to install needed debuginfo

When we need but don't have debuginfo, the message provides little help
about how to cure the problem.  gdb has code that advises e.g. fedora
users to run
# debuginfo-install PKG-VER-REL.ARCH

Let's steal or be inspired by that code.
