I'm unsure of why this happens, but I do have a workaround for when this does
occur.  You can download the package from koji, the fedora buildsystem.  Go to:

<http://koji.fedoraproject.org/koji/>  

Find the kernel package, find the specific kernel you are interested in, then
download the debuginfo.
