Thinking something like the following steps:

1) person gets idea for script
2) person writes script
3) person tries out script in their environment
4) person goes through checklist for acceptable scripts e.g.:
	no guru mode
	no line statement
5) script posted on mailing list
6) script checked into an incubator directory in code repo
	the incubator directory would test build the script (but not run)
7) people manually test run script on various machines
8) developer moves script from incubator to normal directory in code repo
	script built and run as part of normal tests

bz5679? For the cataloging probably want more details than single lines.
