Sharing a buffer amoung several scripts (take5)

Since the previous patch(take4) didn't disable irqs when RELAY_HOST was
defined,
there was a chance to break a data structure.
This patch(take5) disables irqs when either RELAY_GUEST or RELAY_HOST is
defined.
