[Bug releng/5036] New: build systemtap-testsuite sub-rpm

It is sometimes handy to have the test suite that belonged to a particular build.
Let's have a systemtap-testsuite sub-rpm, which would consist of some chunk of the
source tree (.../testsuite, and either the raw examples or a pointer to the ones
installed with the base systemtap rpm).  All this could be installed under
/usr/share/systemtap/testsuite.  Then, someone should be able to "make check" or
"make installcheck" in there.
