[Bug runtime/4916] New: fix staprun/stapio race condition

Fix the race condition that arises from the passing of the /ctl file from trusted
to untrusted status between staprun and stapio in the new setuid code.  I suggest
leaving /ctl purely trusted, and creating a new untrusted /misc file for untrusted
data like the system() requests.
