[Bug runtime/4569] New: _stp_gettimeofday_ns doesn't work for some archs

Some processors, such as arm, always return 0 for get_cycles(), which breaks
_stp_gettimeofday_ns(). Need a workaround. Or, perhaps, with the recent kernel
clock changes there is now a better solution in general?
