running the test suite without building stap

Hi -

With a patch just committed for bug #4171, it should now be possible
to configure just the testsuite directory (with a --prefix=DIR), and
run "make check" or "make installcheck".  Some enterprising individual
may follow up by packaging up the thusly configured tests into a
separate RPM.
